Michael Carrigan
BA English '98
Michael Carrigan currently serves as a branch chief for the Ending the HIV Epidemic in the U.S. initiative at the Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau. In this role, he supervises a team of project officers overseeing federal awards for U.S. jurisdictions implementing innovative care and treatment interventions to engage people with HIV in care.
In addition to his work at HRSA, he has held positions at D.C. Health’s HIV/AIDS, Hepatitis, STD, and TB Administration (HAHSTA), where he monitored the programmatic performance and compliance of organizations funded by HAHSTA with Ryan White HIV/AIDS Program (RWHAP) funds. He also coordinated the insurance assistance program serving eligible D.C. residents with HIV. This work led him to HRSA, where he was originally a RWHAP project officer prior to being promoted to branch chief. He worked with organizations directly funded to provide HIV care as well as metropolitan jurisdictions funded to establish and operate systems of HIV care.
Carrigan credits his career focus in large part to his time spent at George Mason University, learning from dedicated and exceptional faculty members as well as his fellow classmates. Through his education, he realized the importance of ensuring access to critical public resources.
Carrigan earned a bachelor of arts degree with distinction in English from George Mason, a master of public administration from the University of Pittsburgh, and a juris doctor from the University of the District of Columbia David A. Clarke School of Law, where he graduated summa cum laude.
