Kristina Rose

Kristina Rose was appointed by President Biden to serve as director of the office for victims of crime (OVC). In this role she oversees more than $9 billion in grant funding to support crime victims and survivors.

Prior to her appointment, Rose led the victim care and support effort at the Department of Defense Independent Review Commission on sexual assault in the military.

Rose amassed 20 years in Department of Justice (DOJ) roles, including as OVC’s deputy director, National Institute of Justice’s acting director and deputy director, and the Office on Violence Against Women’s chief of staff. In 2016, she was detailed to the Office of Vice President Joe Biden as a senior policy advisor on violence against women. She was a victim advocate in the Washington, D.C. United States Attorney’s Office in 2013. 

At the DOJ, Rose spearheaded many large-scale federal projects including the first national survey to measure the crime of stalking in the United States; an action research project on untested sexual assault kits that produced national models; a virtual training on sexual assault forensic exams with Dartmouth Medical School, and the first National Sexual Assault TeleNursing Center, which provides virtual guidance to medical personnel conducting sexual assault forensic exams in rural and isolated areas.

Rose holds an MS in criminal justice from Northeastern University and a BA in sociology from George Mason University.
