The presentation focuses on the dramatic impact of the "Great Recession" on states and how they need to respond in terms of both reforming their revenue systems and redesigning how they deliver services from prisons to elementary and secondary education.
Dr. Scheppach has served as executive director of the National Governors Association for over 25 years.
He is the leading spokesman for the states on federal legislation before the White House and Congress.
