Research Development Services, in the Office of Research, Innovation and Economic Impact (ORIE), have announced changes in procedures for limited proposal submissions effective September 1, 2022.
Limited submission proposals are those opportunities where the funder limits the number of applications that an organization (Mason) can submit. More information about limited submission opportunities can be found at https://resdev.gmu.edu/limited-submission-process/.
Depending on how much time there is between when the opportunity is identified and posted, and the funder's proposal deadline, approvals for limited submission opportunities will be reviewed as either "First Come" (typically less than eight weeks before the sponsor deadline), or after an "Internal Review". The type of internal review and approval process will be noted on the limited submissions calendar and on a listserv distributed by Research Development Services. “First Come” means that the first principal investigator (PI) or team to submit a request for approval to limited@gmu.edu for an opportunity will be approved to submit a proposal to the funder. To request approval for a limited submission opportunity, the PI should provide the following to limited@gmu.edu:
- PI name
- Title of proposal
- Opportunity/solicitation/request for proposals name and URL
- Funding agency/organization
Approval will be documented by receiving an approval email from limited@gmu.edu. Once approved, the PI should notify CHSS Pre-Award they have approval to go forward as a limited submission and provide the approval email.
Limited submissions with a sponsor application due date of more than eight weeks requires a notice of intent (NOI), and an internal review of a preliminary application. A NOI should be sent at least one week prior to the internal application due date. NOI’s should be sent to Sheila Davis at sdavis46@gmu.edu with a cc to limited@gmu.edu by the internal deadline. Instructions for the information needed are outlined in the calendar and typically consist of the following:
- One-page cover page with solicitation name, project title and list of investigators and collaborators
- Project summary of up to three pages (references may be included by not required and are excluded from the three-page limit)
- Two-page biosketch (any style) for PI
Prospective PIs will be notified by email from limited@gmu.edu if their internal application was selected to move forward. Selected PIs must confirm their intention to submit within three (3) business days of receiving the selection notice, or they will forfeit their selection. Once approved, the PI should notify CHSS Pre-Award they have approval to go forward as a limited submission and provide the approval email.
In the Research Administration Management Portal (RAMP) system, PIs will be asked to indicate whether an opportunity is a limited submission and provide proof of approval (i.e., copy of the approval email received from limited@gmu.edu) before being able to continue. It is the PI’s responsibility to read the solicitation carefully to determine if it is a limited submission opportunity. If it is not clear whether the opportunity is limited, PIs should contact limited@gmu.edu.
